So It has a lot of mods in there that were uninstalled by me in the past which is confusing me beyond no end. And the text file located in each says false. OK, just did a quick google search that brought me back to the Nexus, there's a thread where someone is talking about cacheinfo.txt using the same notation as you with the @@@-@@ etc. That file and/or folder is from NMM (Nexus Mod Manager), not Vortex.
