So It has a lot of mods in there that were uninstalled by me in the past which is confusing me beyond no end. And the text file located in each says false. Can the cache folder be emptied or not because it's uses up a bit to much space.

OK, just did a quick google search that brought me back to the Nexus, there's a thread where someone is talking about cacheinfo.txt using the same notation as you with the @@@-@@ etc. That file and/or folder is from NMM (Nexus Mod Manager), not Vortex. Vortex and Nexus Mod Manger are two DIFFERENT things Which Mod Manager are you actually using?

I'm guessing it's safe then to remove now.

I'm guessing it's safe then to remove now. OK.Uninstalling NMM should've removed that stuff, just another reason why I switched to Vortex.
