Issues getting Vortex to work for Fallout 76

I show 10 mods with no issues in Vortex, but none of them are reflected in Fallout 76.

I'm using Vortex 1.2.16

I use windows 10 Home 64 bit with 64 gb ram

 

I watched the how to install vortex videos and I think I've followed them to the letter but they are all with an older version of vortex.

I've wiped and reinstalled three times now. I removed all reference to vortex or the mods between re-installations.

 

The directory for the mods is the "suggested" one: G:\Vortex Mods\fallout76

Game directory is: G:\Bethesda.net Launcher\games\Fallout76

Mods are BakaFileTool

Better Fallout 76 Fallout76 Custom ini

Better inventory 1.4.1

ComponentParts

Enhanced Water

Glowing Items

Glowing map Fragments (BA2 version)

Lowered Weapons 76

RatMonkeysGlowingStashCaps v1.2

Ultimist's High Detailed Map

 

Any ideas what I'm missing?

 

I figured I'd add to this:

I used vortex to install Fallout 76 Support (wastelanders) and it appears active in my extensions.

The order of mods is exactly how I listed them above.

 

I have not adjusted an ini file.

I have disabled and enabled mods to see if I could get just one to work, obviously unsuccessfully.

I can't find mods anywhere in the game menu or load screen. It doesn't appear like Fallout 4. None of the available youtube videos or the Fallout 76 modding forums I've found mention how to check that either. The instructions I've found all talk about how to edit the ini and where to manually download the mods (from and to) without vortex.

As it happens, Bethesda has a public position on Fallout 76 mods. From Bethesda.net:

 

"Fallout 76 does not support the use of any mods, add-ons, or other third-party programs. Please be aware that the use of such applications may result in Fallout 76 not functioning properly.Jul 16, 2019"

 

Also:

 

"Bethesda has banned Fallout 76 players from using mods to improve the game's graphics. ... That said, Bethesda has allowed users of Fallout 76 graphics mods back into the game only if they write an essay explaining why third-party apps for cheating is bad."

 

If you mod - don't get caught. Bethesda bans typically include all games, like Skyrim and Fallout 4.
