Error when installing aaf

I recently reinstalled fallout 4 and vortex (1.3.19). After re-installation I was no longer able to install advanced animation framework (aaf) or any mod that uses aaf. When I try to install aaf I get the following message, "Errors were reported processing the installer for "AAF Beta". Installer Prerequisits not fulfilled: File 'fallout4.esm' is Active OR File 'fallout4.esm is Inactive"

I also noticed that plugins button on the left of my screen is no longer there. I have tried re-installing Vortex (and Fallout 4) several times. I tried to install an earlier version of Vortex (1.3.16 and 1.3.17) with no luck.

I have also tried purging mods, removing all non vanilla files (using aaf dcu), reinstalling F4SE and deploying mods with no luck.

I have copied my diagnostic files from my last use of vortex below.

Please put that error log inside spoiler tags, so people don't have to scroll so far to answer your post.

If you're missing parts of the Vortex Interface, then turn off your AntiVirus program and reinstall Vortex.

AV programs like Windows Defender, BitDefender etc tend to block bits and pieces of Vortex from installing.
