You'll get better results by taking this issue to the appropriate game support forum. This is the Vortex support forum. By the way, your title actually says very little. You'll need to supply a lot more detail in order to get the help that you need.

The problem you describe is not normal in the base game. Most likely mod related.

Start by Purging your mods (Button on the Vortex mods page). Does the problem still occur? Go see FNV forum support.

At this point you will have determined your problem is a mod.

1) Disable half your mods and Deploy.

2) If problem is gone, re-enable half those you disabled in 1) and Deploy. Go to 2)

3) If the problem is still there, disable half the ones you last enabled and Deploy. Go to 2)

4) If you reach the single mod causing your problem, go read it's mod page carefully. Leave it disabled.

5) Play. Be aware that FNV is pretty old now, and the engine is quite buggy even by Bethesda standards. Consider TTW for a combined FO3 and FNV experience.

also the issue seems to occur after installing nmcs texture mod, maybe a collision issue?
