Process Canceled: Vortex Spawn EPERM error

I have 76 mods installed and working but I can no longer install any other mods to Skyrim SE. This started to occur after the new update. I read in another forum that it has to do with anti-virus software but cannot figure anything out. Can someone please help me fix this issue?

Here is the error code that I get with the install message

Have you tried reinstalling Vortex? The error seems to relate to Vortex being denied permission to install mods on your system.

Thank you for replying!! <3

Yes, once and it didn't really seem to solve the problem. I uninstalled via control panel, restarted my PC, reinstalled and it just picked up right where I left off with the same problem. Am I not uninstalling correctly? What more do I need to do besides what I stated?

Hello, I tried that and it still does the same thing. I even tried turning off the "Controlled Folder Access" feature that you suggested in your other post related to this and nothing seems to work. Not sure what else to do aside from deleting everything and starting over, but I don't want to do that bc I still have a stable Skyrim game and lots of progress that I don't want to delete. Thanks for taking the time to respond.

From the Developer of Vortex

eperm is a permission error, meaning it has in some shape or form to do with windows security features, either an antivirus or file permissions or binary is set up to require admin rights to run.

spawn means it happens as Vortex is trying to start an application. Since you're saying it happens as you try to install a mod it's probably either the mod installer (which is part of Vortex and runs as a separate process) or an application that has to run as part of the mod installation, depending on the game that could be divine2.exe for Baldurs Gate 3, OpenIV for GTAV, the witcher 3 script merger and so on.

Do you have OneDrive on your Computer?
IF so, make sure that's turned off, because OneDrive can interfere with reading and writing files because it takes over in order to automatically back them up, and it messes up everything without telling you
