This issue just happened to me about an hour ago and logging out and back in did not work. Wanted to post a solution since I had not seen anything similar looking online.

Context prior to the problem occurring:

My card on file expired and I forgot to change it when I got a new card so I input the new card's info and then was able to successfully "retry payment".

Upon completion my membership status was re-instated on the website, but when I went back to vortex to resume my 176 mod collection download it still was giving me the advertisements for premium upgrades as well as making me confirm and manually download each one. Logging out and logging in did not work and un-installing and re-installing did not work either.

FIX:

What I did to solve the issue next was cancelling my membership and then immediately re-instating it. No changes to annual/monthly literally just cancelling and re-instating. You do not have to pay the amount again since the membership still lasts 30 days even after cancelling and so re-instating it just basically re-enables auto-renew.

Not sure if anyone else ran into this but just something that worked for me.

I was unable to install the "Ambient Wasteland" mod and its dependicies. Somehow that file has become write-protected on my download drive and I cannot delete it without Administrative authority, and Im the administrator of my pc.. cannot rename cannot overwrite...thus several dependicies cannot download to install the full collection.. I cannot even unistall the entire collection....would have to erase the enirre drive and I hjust have too many things downloaded to do that. Shame. I wanted to install the SimSettlers2 part 2 and 3, cannot install those after this mess.

Aside from this having NOTHING TO DO with the thread you posted it in, and possibly nothing to do with Vortex at all, why would having that file on your computer prevent you from downloading or installing a Collection? Is it because you are trying to install a newer version of that Collection? If so, that newer version should probably have a different filename anyway.
