It's made on the PC for the console, designed around and optimised for the console, and then after the fact anything PC specific is looked at. The code base is first designed and optimised around the console architecture. This is why oblivion can only ever use a single core on PCs but obviously makes use of the the xbox's tri core processor. They didn't have time to actually make it work on PC hardware correctly. Amongst many other features that are remnants of xbox development or missing features because they never fully completed a PC version, it is a xbox game after all. If you want to call that porting to the PC, ok. Or not. whatever. The PC version of Skyrim should be far more complete than Ob ever was. but their primary platform is the xbox. FO3 uses 100% of one core, 50% of a second and 25% of both a third and fourth. If we are lucky Skyrim will better that by using 100% of two cores and 50% of a third and fourth.
