Pickysaurus
You can, but as long as you remove all the mods for it and run a purge, you can just leave it.
rmm200
Purge button all by itself removes all traces of mods installed by Vortex. If you ever change your mind, Deploy puts them back.

Rattledagger
To stop managing a specific game, go to Vortex Profiles-tab and delete all Profiles (including the default) for the particular game. If you can't see the Profiles-tab in Vortex, go to Vortex - Settings (first screen) and "Enable Profile Management".

In fact, I've never had Vortex problems with replacers in Fallout NV.
