Plugins tab infinite loading

After installing some mods for Skyrim (regular not VR or SE), I click on the plugins tab to manage the mods with multiple plugins. The tab just shows a loading icon in the middle and never ends. The plugins never load. I've reinstalled vortex and mods. Still doing it. What could cause this?

It loaded like 30 minutes later. I think it's an issue with my connection to GitHub. It loads like 10% of the time. I keep getting errors about inability to update master list and stuff. Idk what the issue with GitHub is. It's the only site I have with this issue.

get your isp to figure out why you cannot be served by github. you're paying them for a service, if they cannot provide you with access to github, then they have a problem. you may want to look into another provider that can actually give you access to the internet without whatever restriction your isp is putting on github.

Vortex only downloads it once per session (I think). But you might be able to download it manually and place it in the correct folder. I'd have to check with Tannin.

Doing that might help my loading issue. Or at least make LOOT work. Right now it doesn't do anything and just throws an error.

I literally can only get satellite internet here. I don't even have cell signal to tether. So it's either HughesNet or ViaSat.

Their customer support couldn't tell anything aside from that it just isn't compatible with satellite internet. Which makes zero sense.
