Can't change deployment method on friends computer.

I'm trying to help my friend get into modding skyrim and we already have vortex and Skyrim Special Edition downloaded. Both are clean installs. My issue comes into when I went into the settings under "mods" in vortex I can't change the deployment method. The only one listed is "move deployment (experimental)". My friend is using a removable SSD that you just plug into his laptop could this be why I'm not getting the other options? In comparison I have a actual tower PC and I've always had the option of "hardlink". This normally wouldn't be an issue but none of the mods that I have downloaded seem to work even with this "move deployment (experimental)" setting. Can anybody help me?

UPDATE: So apparently the reason my mods weren't working was because I did not enable the plugins. Normally these are automatically turned on with a hardlink but with the experimental one I had to manually turn them all on. So my mods do work I just wish I could change the deployment method to something more reliable

You can't use Hardlinks because the SSD the game is on is using a FAT or ExFAT file system. Your friend would need to reformat the drive as NTFS in order for it support the links.

I've never heard of "FAT" before is that just a type of file system that some removable SSDs have?

Nope, that's the default File System on hard drives back in the olden days of DOS 6.22, Windows 3.1, Windows 95, Windows 98, and Windows XP
