So you'll need to make everything from scratch? Do we still get to explore the wasteland? like super-duper mart, DC areas, etc....?

It's on the map. Look for Maximum Bunker, near the National Guard Armory. Saves as in your newly made .esp file? It should be in the data folder of your Fallout 3 install directory.

My highest level of all would be around 11. I finished the game 3 times before + no dlc's. But character count/new game is over 500++, I usually test out mods with the new games.

what of those who donot have photoshop, is there a free gif animator for them to use??
You can try to use GIMP. It's free. GIMP only allows simple animations, photoshop can produce better quality ones.

Hmm... not at the moment. I could re-do your signature if you want. Send me a render or picture of it. The only thing I have with me right now that are creepy are stock wallpapers from dead space, a cemetery, a castle and a dungeon.

Nope it's okay. I'm still trying to improve. I'm still having problems with size (even when using shift to move the render) and text styles, only in my 7th week of photoshop.

There are way too many to list them down. I recommend trying out one of the overhaul mods like FOOK or FWE. Do not install all the overhaul mods in an instant. My best bet is to go search for top 100 endorsed files of all time. Then if you're not satisfied on the list, try searching the top endorsed files in descending order for each individual category.

Yes, it is possible. You just need to do some scripting and ID editing if you were to make the jamming sounds for custom weapons. Vanilla weapons already come with their own individual jamming sound category.

There are plenty. I would recommend MMM mod. Make sure you do not install many overhaul mods in an instant.

The game isn't perfect for me without needs mod. Yes, there are mods that remove "sleep for an hour and regenerate all damage" features.

There isn't really a best one. You can actually use all of them, they're compatible. Try using Asharas Hair Conversions, Saram Hair and Hair Pack.
If I'm forced to pick one, I would say Asharas hair conversions, it has the best female custom hairs. No nice hair cuts for the guys though for all the hair mods, default male haircuts are the best.
I have to disagree wih Heyy_Adrian here. The hair mods are NOT compatible, since each one will overwrite the race entries of the other. You will only get the hairs from the last mod in your load list. Look at FACE or Lings Coiffure which combine the major hair mods into a single package.
So sorry, done a little more research and checked my mod list. I'm using hair pack and eyes_hairpack by Yoshikinakota. They're both compatible.

Is the same issue happening to your other PC games? Have you tried updating your video card and sound card driver?

I think he meant playing Fallout 3 in first person view crashes his game. For a start, please post us your load order. Are you using GOTY edition or the standard one?

Plug-ins need to be installed, did you install them correctly? To the right folder in GIMP?

Try to uncheck all your active mods at the moment and start a new game. You can determine if it's mod related crashes by doing so. Do this first.
