Crashing during fights with lots of actors could indicate that it is overtaxing the computer's CPU or that something else is interfering with the actors' AI. How many actors and in these fights at one time?

Check to see if something has damaged or drained your Heavy armor skill, if so then restore/cure it. If it is still showing up as 100 (base value, fortifying most skills does NOT count for the 25/50/75/100 perks) and still no 0% encumbrance perk, then maybe try the console player.setav heavyarmor 100 or maybe player.advskill heavyarmor 1

I have seen a wolf skin stretched on a tanning rack in some mods, Reaper's Dark Tower among them.

Sounds like you have some object corrupted in the save game in the cell. If it is a vanilla oblivion object, I think you only 'fix" is to go back to a save before it was corrupted. If the object was added by a mod (you can use TES4edit to find which mods affect a cell) then turning off the mod should stop the crash. In some case a uninstall, clean save, and reinstall the mod may let you play the mod again, in some other cases like a corrupted spawn point, a more complex procedure of waiting in the cell for 72 hours before you reinstall may be necessary. The purple water is a missing texture, maybe this is related to your CTD, but I do not know. I do not know all the mods in your order, but I do not see one offhand that should affect the water texture. You might try to install a mod that replaces water textures; if the water is still purple after that then something may have broken the file path.

The second, and am typically through that cell (IcTalosPlazaDistr4ict05) each game day to get into Your Imperial City House by Pigface and do sword and mace practice on the live targets in the training room. And there is a pile of dead rats right outside my door from and TEC quest. So I will just make a conscious effort to avoid it for 72 hours straight.

Save files....How large of a file is TOO large?

It depends a lot on the accumulated errors in the save file, and may also be influenced by the hardware capabilities. I have got up to 23mb with no problems beyond the longer time to save and load. UESPwiki say that save files of over 20mb are problematical, but I did not find that to be so. The main bloat for save games comes from some mods mods, particularly some older ones, use use editor commands such a player.placeatme that multiply records in the save games, or leave null records behind when uninstalled (from mod created items that were sitting in vanilla cells). Another large source of savefile bloat is a lot of mod scripts running continuously, I have one mod that added .75mb while its quest was going, but then settled back done to .1mb after the quest was over. I would guess that altering the base state of cells by doing stuff with persistent items like taking various bits of loot or clutter that are in the open would also have some effect. -
If all you want one for is the Player Character, you can browse the file category of 'saved games' for a custom character to fit.

Yeah, usually the folder you want to move to avoid Windows permissions issues is the the Bethesda/Oblivion folder out of program files, not the Documents/My Games/Oblivion one. -

If for reason her AI is bugged and she will not go the great hall at the correct times, use the console to move her there. Either get her RefID from one of the wikis and use prid refID moveto player or go to where she is and open the console and clik on her to enter her refID, then go to the great hall and use moveto player moveto player is the great fixer for lots of AI bugs, as well as slow followers. Or, when the NPC needs to go to another npc or object: refID.moveto otherRefID

Sound like the data for some object in the cell is corrupted, either in the game saves or by a mod. Check the pinned thread on corrupted saves. -
Molag Bal is the evilest of the baddies. He is such a damn jerk. I want to go to the capital city or at least the palace district of Cold Harbor (which would be a evil ruined copy of the Imperial City) Slaughter his minions (presumably daedra and vampires), loot his stuff, and assuming I have buffed and leveled myself up to demi-god like power, kick the everliving hell out Molag Bal himself. Really, this would make my life complete.

The best solution would be to go to a save before the final battle with Umaril to try to avoid the stuck animations. -

Add archive is for a compressed file like .zip of .7z or .rar. Add folder is an uncompressed folder. Add file is for a .esp file. If you have a .BSA, with OBMM your have to put it inside a folder and use add folder. I do not know how NMM works. You need ely's silent voiced or subtitles will go by to fast to read. I smaller mods, the author somtimes will pack silent MP3 files to control the duration of a subtitle. This is not practical to do for hundreds of lines of dialogue in a large mod, and what the silent voice OBSE plug in does is automatically slow any dialouge which does not had an associated MP3 file to a duration fo * seconds, so you can read it. .nif files are meshes, they will go somewhere in the meshes folder, but since I am not looking at the file structure, I cannot advise where in meshes they go. If by chance you are talking about the additional meshes that are downloaded with the current .esp, you just copy that meshes folder into whatever folder you are assembling the mod in, AFTER having put the meshes file from the larger download there. eg folder-shezriestowns: ......Meshes ......Texutures ........esp you would copy it into folder-shezriestowns and let it overwrite. if you are just manually installing the mod into oblivion data folder (not recommended) you would just copy the meshes folder into the data folder under Oblvion and let it overwrite. If you have difficulty under standing this file architecture, you need someone with you AT YOUR KEYBOARD to help do this. It is not practical to try to remotely pilot it on this forum. you -

I do not recall having any problems using OBMM making an OMod out of it after assembling the data files. Nothing particularly unintuitive about the file structure. NMM is still being reported to have difficulty with large mods (I do not have first hand experience with NMM), and Shezries Towns is around a gigabyte. If that is still happening, I would not suggest trying to download and assemble the mod with NMM. If you are using NMM, you could use OBMM in another directory to make an OMOD out of it and then move it to the NMM files.
