If you got normal upload speeds in a different browser, that generally points to something in your local setup. Can you try disabling all your add ons in Chrome and try uploading a file?

Hi dismay, Being in Australia, we've had reports in the past that you get a bad connection to most of our servers. We actually added the Singapore server specifically for users in Asia/Oceania which seems to have improved the speeds for most users. Can you change your default CDN location to Singapore? That server should give you the best speed.
