Takes a while for saves to become bloated and the Sanctuary area is pretty low on what it asks from your system too. Much better impression to see any limitations in regards to frame rate would be running it with mods, at level 40+ and shot in Boston with some fighting nearby. I have the Nvidia 1080Ti and I run my game on 2560x1440, Textures on Ultra, Light and Shadow on High and AA, SSAO, GodRays, Lensflare = off. I am using an ENB and about 80 mods. My fps vary from 40 to 140 depending and the reason is because I use the WOTC ( War of the Commonwealth ) mod, on Loose Cannon, meaning that my spawns are more enemies and more frequent. If I use 1080p for resolution, I would be able to run everything in Ultra and no questions about it and probably my fps will be higher or the same, don't know because I do not like that resolution. My point is that keep in mind what video settings you are going to choose, type and quantity of mods and do not hold your breath believing that you will have a steady 60 fps all the time.
