Is farengar the worst voice-over?

Yes, Farengar's voice over work is absolutely terrible. I want to claw out my ears every time I'm forced to sit through his monotonous dialogue. Hrongar too really grates on the nerves. It's one thing to try to emulate a nordic accent, it's another to go full blown arnold schwarzenegger. The voice actors who played Ralof and Ulfric struck just the right balance. Enough to sound exotic, but familiar enough not to sound annoying after any length of time. Most of the male guard voices annoy me too.

Despite the lack of variety, I can say with some conviction that Obivion's voice actors were consistently of higher quality than Skyrim's.

Farengar is bad, but I think the worst is the two of the three different guard voice types. The Hrongar voice type (as Kraeten mentions) and the female nord voice type (e.g. the voice actress for Mjoll, Gerder, etc.) are just awful at the guard dialogue for some reason. The "Hrongar" guard just seems emotionless and boring, much like the other characters this voice actor does. Similarly, the voice actress for the female guard sounds really like she's just reading her lines off the script most of the time. I actually think she does a good job with a lot of the other characters she voices for the game. Maybe the fault is more with Bethesda and than her; it's hard to say.

The other male guard voice actor does a great job, I think, and is pretty hilarious in his delivery of some of the lines.

I personally giggle every time I hear Barbas talk.

The woman at Candlehearth hall has the same sort of accent, though, and it drives me bonkers.

"Dis heah's Candlehahth Hall"...

Makes me think of Singing In The Rain.

Well Ferengar's voice is not typical for a Nord. He sounds kind of Italian or Greek in his Accent. Particularly, like someone from New York or New Jersey where they have a lot of Italians. He would work better if he was an Imperial than if he was a Nord.

Belethor is a Breton, which are basically Celtic Half-Elves or Manmer if you prefer. And his voice is a bit like someone of Celtic Descent would sound like in the United States.

:Edited:

You guys need to spend sometime thinking of why they sound like that rather than thinking "OH! Well that is just awful. It is certainly not American/Canadian/British/Australian English."

The Nords are a bunch of Swedes. Come on. You know what Germanic people sound like and not everyone can have a clean crisp voice like the Altmer.

Honestly it doesn't bother me for Farengar... I deal with him for like what? An hour into the game for like five minutes max? I'd be worried about the other NPCs you are stuck with for a LONG time. If you are a mage on a respectable difficulty like Master, you will NOT stay with the crap spells. FIrst order of business is getting your hind quarters to Winterhold otherwise let the spanking commence.

Once you're in winterhold, you can get whatever you need that Farengar what have ever supplied you with and more (black soul gems :P) Not a big deal but I can see how it can wear on people.

HOnestly, I think the bad voice acting actually is on purpose. He is supposed to be a high and mighty twerp face (replace twerp with another, more fun word to use) and he indeed accomplishes that. He's supposed to make you angry and not want to talk to him because he thinks he's SO important and BETTER than you.
