Strange Voices at Red Rocket and Sanctuary

Problem is quite simple: There are some strange voices around Red Rocket (near Sanctuary) and Sanctuary.

Sounds like some ghostly-Voices from the time the bombs fell. Underground Bunker stuff.

There is only Cait, Piper, Nick and Ada in this Settlement. There are also different people speaking with noises that sounded like a Big (Nuclear)Explosion. It kinda seems to be a little Story going on under there.

This isn't some planned thing if that is what you mean.

I already checked the area with tcl but nothing special/suspicious.

 

No Horror-Style Mods installed.

Idk if this is vanilla or added by some mod but it sounds too "planned" to be a random npc stuck under the floor.

It's almost a bit like that Quest in Far Habor where you need to find that Launch Key. That dialog in that Room with the Key. Almost kinda like that.

Sounds to me like some of the dialogue you randomly hear in Sim Settlements.
