Just run the uninstaller and then the installer in your data folder. Don't do what saurus suggests because then you won't have enboost installed.

You don't need to start a new game when changing ENB, ENB doesn't alter anything in the game it just changes the way it looks with post processing.

It can cause issues if you swap race/gender a lot during character creation, since race/gender specific info is stored into memory unlike hair etc, but I doubt you'd usually do it more than two or three times and I doubt it would cause any issues unless you do it like ten times with ten races.

What kind of dialogue? Some types of dialogues depend on time of day or location of an npc.

Try turning up the volume of those effects in the ingame volume menu..

In the ingame ENB menu (shift+enter) search for the color correction tab, in there there's an option called gamma, play with that until you get the brightness right for you.

Are you using a VGA cable? If your monitor and GPU have a HDMI port a HDMI cable instead of VGA could solve a lot of the tearing, screen tearing also happens when your cable isn't fast enough to keep up with the GPU.

Does it happen with a more recent ENB?

That's because AFT uses the games console command to do it.

You can't change NPC race to something with different skin or face structure via console, it always gives buggy faces. The only way to achieve this would be making a .esp in the creation kit where Lydia is a vampire. (don't forget to export her face when doing this or else you get the gray face bug anyway: http://www.creationkit.com/Dark_Face_Bug)

I believe you need to stack it fully in order to get the full damage fully stacked = more damage.

Usually weird lighting causes this, does it happen with a newer ENB or when you disable your RLO interior .esp?

Try running it in administrator? Try saving the .esp to another folder? (don't save it to any folder in program files, if your Skyrim is in there I suggest moving it because having Skyrim in program files blocks a lot of changes you can make to Skyrim)

Have you considered that dragonborn was a later invention by Bethesda and therefor somewhat lacking in the older lore? There's just no way the imperials don't know what a dragonborn is, or that their emperors were dragonborn, while every single nord does know. The blades may be secretive but they have no need to be secretive about this fact since it was not a secret. Not sure what you mean with the exception of Esbern either, there's only two blades alive by the time the dragonborn and alduin appear, delphine searching more actively for the dragonborn without having had contact with esbern for years and years.
