Load order rule change recently?

For me, it appears as though Vortex is loading all esl flagged files at the end now regardless of how I set up Groups. Is this just me doing something incorrectly?

Make sure you are sorting by load order or mod index.

I set armor and weapon mods to load towards the end, but there are a few types of mods which need to load after any and all armor and weapon mods.

I initially thought that was it too, but it was the load order that'd changed, evidenced by the load order which populated in FO4edit.

Thanks for replying. It looks like for me, it's an issue of the group rules not saving how I set them. They keep reverting back to defaults.
