NO IT DOESN'T.

Try explaining what's actually happening, what game you are talking about and what you're doing and what the result is. Preferably with as much detail as possible and some screenshots if you can get them.

VORTEX KEEPS LOADING MODS EVEN WHEN I DISABLED ALL OF THEM

Are you disabling the PLUGINS on the PLUGINS TAB, or are you disabling the MODS on the MOD tab?

If you disable a PLUGIN, the MOD will still be Enabled on the MOD TAB.

PLUGIN/ESP for Sands of Time Genesis DISABLED in the PLUGIN TAB

Sands of Time Genesis MOD, is STILL ENABLED in the MOD tab, (Shown below) because only the ESP has been disabled in the PLUGIN tab.

Is this what you're describing and just mixing up the terminology?

If you disable a PLUGIN/ESP, it won't automatically disable the entire mod, because people would be pretty angry if it did. There are instances where you only want to disable the ESP, and not the Textures, Meshes and everything else that the ESP might be referencing.

MOD TAB, Genesis MOD still enabled (Because that's how it's supposed to work)

This is happening to me too. I mean not disabling PLUGINS when I disable or uninstall a MOD. Not vice versa like youve shown in the screenshot

The only time that I have had plugins not removed upon uninstallation of a mod with Vortex is when I have made changes to the plugin via xEdit, and Vortex later asks if I want to keep the change, and I confirm keeping the file...
