Beth will most likely not spend good money on rewriting the programs for them. If there is a delay or there holding it back it's because there trying to get all the console modding stuff in order, and by that I mean, the install interface, Bethesda.net and so on. I've mentioned this several times in different threads that I found an unimplemented menu in the 1.4 update that is called Main_ModManager. It has all the framework to brows mods, look at the mods you have installed and activate mods. It is most likely unfinished and will be completed and implemented when they are ready for Bethesda.net to go live. Link to comment Share on other sites More sharing options...

Otherwise they'll just have "official" mods which is pretty much just a DLC shop then. The amount of mods and possibilities may be limited on consoles though (I doubt Sony or Microsoft would let third-party software that's unlicensed run on their hardware like F4SE.) but in order to make and use mods on console there would have to be a modding kit available for each platform. It'll just likely be monitored and require approval from Bethesda. They might even offer "source pack" material mod authors can buy to use in their mods. Yes I do, not with Fallout 4 but maybe with their next title, I also fear they'll try to limit mod hosting to their own site at some point. Why would it? assuming they actually thought out the system with a consumer focus and fair shake for modders, there is no reason it would piss anyone off.
