There have been RPGs in the past with even less story and flexibility than Fallout 4 that were still classified as RPGs and nobody questioned it. So basically, 99% of the games can be RPG, you don't need choices, quests, an open world and even skills/perks etc. A more clear term that is easier to see is character progression through stats, that is what makes a game RPG from what i have seen these last few days.
