You just need to do a bit of digging and work out what's breaking your Vortex install. You may also want to update your C++ redistributable, just to be sure.
-
Probably the latter because the folder is there. How can I give it permission? It was working fine then I restarted my pc and kept getting this error and can't mod skyrim se anymore. Maybe try this, but replace the program files path with the one Vortex is having problems with? https://modding.wiki/en/vortex/users/dotnet#fixing-program-files-permissions

Vortex Toolbar DOuble Height, waste of space
Pickysaurus replied to HadToRegister's topic in Vortex Support
Looks fine here, but maybe it's because you have so many tools? -
The error message you see should give you multiple possible solutions. If none of those work, something on your PC is sabotaging your Vortex install by deleting or locking that file
-
Sounds like you might just not be deploying the mods properly. Check the notifications in the app.
-
That's the requirement popup on the website. There's no way for it to know if you have the software needed so it will appear every time.
-
If it were a Vortex fault, every single user of the app would have this problem. I can assure you it's something in your setup.
-
As the first line of the error says, the folder at E:\SteamLibrary\steamapps\common\Skyrim Special Edition\Data doesn't exist. (Or Vortex doesn't have permission to view it)
-
Vortex can be reinstalled over the top of your current install without any drawbacks. All important data is stored in appdata and is not removed by uninstalling the app.

DeviousShady banned Reason: Going on a toxic, transphobic rampage in a mod comments section. It is possible to simply not click on mods you're not interested in. "f*#@ trans people there's only 2 genders so stay the one you were born with" "fag go get your vasectomy and so you cant have any children. you die alone" "introducing children to lgbtq topics bringing sexuality, one that could end up with you never being able to have child at that, into a physics based game" "i'm fine with gays and bisexuals, but trans people are f*#@wits dont support this" "1. its a reskin of the axe 2. you can't change your gender 3. have fun with your vasectomy just let me know when you regret it and can't have a baby" "Kark my brother. lemme have some of your time. 1. this person is exposing kids to lgbt. 2. this is encouraging trans ideas, these ideas lead to vasectomies which lead to a loss of THE ABILITY TO HAVE CHILDREN 3. changing your gender will make you more depressed than you were before, go to a therapist and get a straight head" "fewgwegag more like fewgwefag" Reference post

Please wait while your request is being verified...

If either you have a screenshot that may help narrow down where it's coming from. It sounds like it's CloudFlare related, but could be something built into the forum itself. -
Can you try renaming the Vortex folder in %appdata% to something else and see if the application starts up? If it works it means your Vortex state data may be corrupted, if it doesn't then something your PC may be interfering with Vortex.
-
Have you tried the steps listed in the error message? What usually happens with this comes up is your local security software sabotaged your Vortex install or your just got a bad download of Vortex and need to reinstall.

Vortex is only showing a white screen If you have encountered a crash where Vortex turns into a white box and restarts, please see the thread below: https://forums.nexusmods.com/index.php?/topic/7151166-whitescreen-reasons/page-1

Microsoft .NET - Check Failed (Vortex 1.6.7+) From Vortex 1.6.7 and onwards users are required to have a working installation of .NET 6. If you are seeing either of the errors above, please follow the steps in the article below: Solution: https://modding.wiki/en/vortex/users/dotnet Related Thread: https://forums.nexusmods.com/index.php?/topic/11865088-microsoft-net-check-failed-vortex-167/

Plugins Section not showing (Bethesda games) The Plugins tab only appears for supported games: Skyrim, Skyrim SE, Fallout 3/New Vegas/4, Oblivion, Morrowind, Enderal, Nehrim. If you are managing a different game, it is not expected to appear. Vortex may load up but will not feature a "Plugins" tab in the left navigation. This usually means the extension controlling the load order failed to initialise. You can verify this by going to "Extensions" click "Show Bundled" at the top of the page and search for "Gamebyro Plugin Management" it will either say "Failed" or "Disabled" next to it. To resolve it take the following steps: If the status is "Disabled" try enabling it and restarting the Vortex. Close Vortex, reinstall the latest Visual C++ Redistributable from here. (x64 version) Restart Vortex. If the problem persists, it's likely that a security application on your PC is preventing Vortex from loading the module correctly. Vortex 1.8+ on Windows 7/8/8.1 Users on Windows 7/8/8.1 will receive the following error on start-up. The procedure entry point DiscardVirtualMemory could not be located in the dynamic link library KERNAL32.dll As of version 1.8, Vortex is no longer compatible with older versions of Windows. We recommend updating to Windows 10 or 11 where possible, but for users who cannot do that the steps below will allow them to continue modding on the last version of the app which supports their version of Windows. Download the Vortex 1.7.8 installer. (Custom location version here).Temporarily disable the internet connection to your PC - Important: Failing to do this will cause Vortex to auto-update to the latest version. Install Vortex 1.7.8 over the top of the current version. Start Vortex, ignoring any warnings about downgrading. Open "Settings -> Vortex -> Update" and select "No automatic update".Restore the internet connection to your PC and restart Vortex. Please note we cannot provide support for using on an outdated version of Vortex. If you encounter an issue it may have already been addressed in the latest release. Original Thread: https://forums.nexusmods.com/index.php?/topic/12870396-windows-7881-vortex-will-not-start-up/

This thread will list the common issues along with the solutions/workarounds. These problems are most often not a fault with Vortex but represent common configuration errors. Vortex 1.8+ on Windows 7/8/8.1 - The procedure entry point DiscardVirtualMemory could not be located in the dynamic link library KERNAL32.dll Microsoft .NET - Check Failed (Vortex 1.6.7+) Plugins Section not showing (Bethesda games) Vortex is only showing a white screen Extension failed to load Startup failed - Vortex is already running Error 401 (Vortex 1.9+) Workaround for Baldur's Gate 3 LSLib .NET Runtime Issues

Vortex 1.8 ships with a newer version of LOOT than 1.7 - it's logical to assume the 1.7 LOOT library is a "known safe" file whereas the newer version is not yet recognised by the security software. If this were a problem with the app I'd imagine we'd get a lot of reports about it, so far it's only happen to you. Have you tried the various steps in the error message you screenshotted?
-
Your local security software seems to be sabotaging your Vortex install. The latest version of the LOOT library (the file referenced) is being locked or deleted on your system.
