  1. I created a mod that allows the crafting of the Nuka Cola Storage Rack (from the Nuka World DLC) if you complete the Open Season Quest. The reason I created the mod is because it appeared that the Storage Rack could not be crafted if you didn't side with Cage and the Raiders. However, I have received a comment that indicates that the Storage Rack cannot be crafted even if the PC sides with the Raiders. So my question is; For those that sided with the Cage and the Raiders, can you craft the Nuka World Nuka Cola Storage Rack without a mod? It is in Furniture > Shelves. Thanks.
  2. Are there any remaining platforms which use octal? I thought every platform now used hexadecimal.
  3. Some basics. The FormID is a 32 bit identifier. The right 24 bits are the actual form number assigned by the Creation Kit. The left most eight bits (two nibbles or a byte) of the FormID is the load order of the file and these are assigned when the game is loaded. It is this load order you are attempting to update. You don't need to. As for the limits, the loaded files are numbered 00 to FF or zero to 255. Since zero is a valid value in this case, there are actually 256 valid values. Now, the base game is always zero (00). The DLC take the next 'X' values and the User generated files come last. There is a link to a paper in my signature which goes into greater detail on Bits, bytes, nibbles, Binary and Hex. Hope this helps.
  4. They are idiots for buying consoles to begin with so your observation is false. Well then I'M AN IDIOT too because I play on both PC and Console! I make mods and share them with everyone! People have different reasons for choosing a platform and some people just like to sit on the sofa while playing so they choose a console. I always assume that the people who bash console players for just being console players are simply trying to justify spending too much money on their PC. Edit: and ALL OF MY MODS ARE MADE ON A MAC! :laugh: I must be an idiot too. Xbox One S and PC. The Xbox is my UHD DVD player and my test platform for my Xbox mods. And I am an lazy old man. My PC is hooked up to the same Monitor as the Xbox so I can also use it from my easy chair. Wireless keyboard, rodent and Xbox One Controller. Game on dudes.

It started out as a peaceful demonstration until the authorities decided to try to stop it.There was no good reason to interfere with these students.The focus should have been on the violent activists that were shipped in from who knows where that set fire to the ROTC building.The guardsmen could have gone after them instead shooting down unarmed fleeing students. Police methods need to change.Not too long ago a child in a playground was shot and killed because he was reported for brandishing a weapon which turned out to be a bb gun. The police rushed to the scene and drove their squad cars within mere feet of the child and when the child turned they killed him.That,in my opinion,is poor training. There are numerous cases of police firing on unarmed fleeing suspects,what the hell causes that?They are fleeing for Zeus sake. Here is the Code of Federal Regulations governing the use of deadly force. It defines the conditions under which a fleeing suspect may be fired upon.

This law didn't exist until 1940, and was passed in response to the rise of Communism in our country. It officially converted our free republic into an empire and was the beginning of the end of our federal government. Oh, of course. The existence of a law which contradicts your statements about an individuals authority to overthrow the government must be invalidated somehow. So explain how you reconcile this law with our Declaration of Independence. Because in over a half century I've never found a way to do so. It was and still is treason to our country. Our country, NOT our government. It is sad that you have wasted half a century. My grandchildren learned in grade school that the Declaration of Independence is not a legally binding document and sections of that document where superseded by the U.S. Constitution. But that little truth doesn't mean anything if it doesn't fit the preconceptions. A country is what? A land mass or part of a land mass with an established government. How about that, country and government are irrevocably linked. By definition, country and government cannot exist without each other. But the reality of definitions are a waste of time; they just confuse the narrative. And the law above is not treason. This is the U.S Law on Treason. But that petty little detail is not germane. Please continue with what it was you were saying.

The tools to play a role should be in the game, what are we paying them for? arguing you can do it all in your head makes every single game a possible RPG, in fact if you're going to do everything yourself why even bother with the game? just close your eyes and use your imagination. If a game is sold as an RPG I expect to be able to play different roles and have the game react to that, no game could react to all possibilities but I do expect to be able change something, Skyrim and Fallout 4 do not react in any way. Both Skyrim and FO4 are decent enough games but they're both appalling RPGs. Why of course. The inability of a game to meet expectations has absolutely nothing to do with what the player brings to the keyboard. It is completely the games failing.

Is it like some fan fiction turned reality? A rebuttal isn't even needed. You just need to do 10 minutes worth of researching into ACC-R. Also the GSA has never been the Government Services administration. It's always been the General Services Administration. The ACC (Army Contract Command) is only one of several hundred agencies which work under the oversight of the GSA to get equipment, but the GSA (in conjunction with the GAO) has the authority to cancel or modify anything the ACC does. The Navy and Air Force also have agencies which award contracts, but which also work under the oversight of the GSA.
  15. I USUALLY maintain separate versions for DLC (see here) and will maintain these in parallel. However, if a mod is DEPENDENT on (uses assets from) a specific DLC, you get one version. Some authors will be more restrictive than I and one version is all you get.
  16. Let me try to shed some light. I am one that believes in deleting older versions of a mod when releasing a newer one. Leaving an older version is tricky. Do I continue to support the old version? Or do I 'freeze' the old version and make it "use at your peril"? Either option is unpalatable to someone. What do I tell a user who still has the old version and experiences a problem, "Upgrade and call me in morning". That won't make them happy. And if i do patch the old version, I now must upgrade the newer version with the delta. Doing so would create a third version of the mod. Nope, that isn't going to happen. It is easier to just delete the old version and take the heat for that. Better that than complicate the maintenance of a mod with multiple versions.
  17. Are or Aren't TES and Fallout games RPGs is a question I have seen argued before. But for me, the argument is without meaning. Why? Because the R in RPG is a function of the player and not the game. Yeah, the game provides the platform, but it is the player that is ultimately responsible for the Roll that is played. If the player wants to play one character archetype or another, they are taking on a roll. If a player wants to combat their adversaries in one style or another, the player is taking on a roll. If the player makes a decision on the course of the game, they player is taking on a roll. So for me, 'tis simple. If the R in your RPG is lacking, the issue and the solution are not in the game.
  18. I sympathize with @tomimi and some of the points made above are valid. But let me make some counter points. The operative word in "constructive criticism" is 'constructive'. Constructive criticism comes with ways to build up and improve the objects or ideas under review. Comments on mods which purported to be "constructive" but in fact contained no helpful information for making improvements are just useless noise. These comments are simply users pointing at things which they don't like or want changed and labeling the comments constructive. And constructive criticism does not come from users who are not using a mod. Comments like "your texture it too bright" and "our weapon is overpowered" from users who are not even using the mod are not constructive, It is just meaningless criticism based on something the user objected to in the description or the accompanying images. Every PC and 'console' gamer I have met knows that mods are made by schlubs like me They know that mod creators generally make mods for themselves and share them with the world just to make someone else's game play more enjoyable, easier or just different. They know damned well that mod creators are not paid. But that knowledge doesn't stop some users from acting like mod creators work for them. They make unreasonable accusations and demands. ANY response from a mod creator which does not seem obsequious enough is labeled abusive and demeaning to the user. When a user asks for a change to a mod and the mod author says "NO", the author is not being an asshole. But that doesn't stop users from the accusation. Users not possessing a PC to create their own mods is not an excuse for unreasonable demands of mod authors. It is technically possible to make every Raider, Gunner, Super Mutant, insect and Death Claw have the face of the users boss, But when a mod author says 'NO', it is not the mod author that is being unreasonable. And excusing user behavior because they lack understanding of the modding process is just so much garbage. There is no excuse for deliberate bad manners. A quick sharp punch to the nose is the only response that deliberate bad manners deserve, but our social boundaries prevent us from taking such action (I am not advocating violence). If some mod authors choose to deliver the punch via the keyboard, then so be it. Some users go out of their way and work extra hard to earn the privilege of being treated dismissively; they should be rewarded for their efforts. Quoting from the description to answer a users question about a mod in not demeaning a user. Telling a user to read the Read_Me.txt file is not belittling a user. Telling a user 'no' is not being dismissive. Telling a user to read Bethesda's EULA is not being argumentative. Telling the user about the the limits of the Ck is not lying to get out of creating a mod. Yet I have seen users go off the rails for each of these and become abusive in their own right. I even saw where one user ranted and profaned and swore that mod authors were conspiring together to keep from making a mod the user wanted (as if mod authors can agree on just about anything). So @tomimi, some what you say is true. But you might want to turn the coin over and look at the other side a little more objectively.

  22. Pretty much all military equipment falls under the Government Services Administration. There are specialized procurement offices for equipment types (personal weapons, crew weapons, uniforms, etc.). Once equipment is distributed to units, equipment is parceled out to supply or maintenance units (armories, tank bat, motor T, flight squadrons, etc.). From these units, weapons and equipment are assigned to individuals and in some cases individuals are assigned to weapon systems (read crew served weapon systems like armored vehicles, tanks, aircraft, etc.). The US Army does participate in the development and testing of equipment. However; once the development process is complete, manufacturing is turned over to civilian companies (IE the lowest bidder). We used to put stickers on our gear. "Warning, this <insert item nomenclature here> was manufactured by the lowest bidder". They were quite common on the first shipment of M16 Rifles.   23. Like with weapons, the idea is to use real-world weights as much as possible. I've already done that for ammo in fact; it was one of the first things I did in the WARS plugin since it was quick and easy. I saw this and something popped. I seem to remember that you were using real world ballistic tables for things like range and damage. Am I remembering correctly?
