That way, you can be sure that USSEP's bug fixes don't get undone because your mod was built for a "vanilla" SE. And really, since SE includes the dlcs, there's no reason for people not to use USSEP. That is, unless you plan on having your mods available on PS4, where USSEP isn't allowed.TLDR: Unless you really want to include PS4 players, build your mods off of USSEP so they're of the utmost quality.
