The institute is not your friend. (unless you join them.) They hold a pretty dim view of the inhabitants on the surface. They use them as guinea pigs in their experiments, kill them, replace them with synth copies, etc. Not the actions of a benevolent organization. In all reality, the minutemen actually have the best interests of the inhabitants in mind. They want to rebuild civilization, not use people for their own somewhat questionable end goals.

The trick is to watch the graphs. (and it logs them for at least a little while.) See where things peak out at. Anything that makes the game look better is going to work the computer harder. :D I use enb, but, not for graphics, just for the memory fixes and such.

Looking at the contents of the download, Loads.esm is indeed in there.

The latest version of Scrap Everything seems to work reasonably well for me. There is an option in the installer that tells you it breaks precombines EVERYWHERE, don't select that one. :D

The 2060 should be able to run the game without issues. Don't know about the Windows update vs. Nvidia graphics though...... I have not experienced that one. (Win 10 and GTX 1060....) Might wanna use Performance Monitor to track graphics card, and CPU usage, see if something is filling up VRAM.

Which folder did you move? The Virtual Install folder MUST be on the same drive as the game, otherwise, the links won't work, and your mods won't load.

I would also point out, that owning of weapons in Europe has been pretty much banned since feudal times. The ruling elite didn't want the peasants having swords and such, so it would be more difficult for them to rise up, and overthrow their 'rightful masters'. That mindset still exists there.... American culture is a direct result of that. The founding fathers new that if the civilian populace were armed, they would have some alternatives should their government become to oppressive, thus, the 2nd amendment. I just closed the comments section on one of the mods I am responsible for. I haven't played the game in years, haven't seen any new bug reports in the same time frame..... and never was able to convince the boards to send me notifications when someone commented in any event.....

Try uninstalling the texture mods first. The arrows and such are rather curious.... That's gotta be some variety of installation/activation issue.

Are you using scrap everything? Though I think that is more apparent in interior cells.

Possible that you have two separate problems there. First one looks like one of your texture mods didn't load properly..... (though it isn't the color I would expect for that event.....) Second one looks like some variety of 'area marker' is still turned on. Either that, or some kids on ATV's made it into your game.......

125 rounds per second is 7500 rounds per minute. It IS a chain gun after all. Not sure how you would restrict its fire rate though....

Dell is usually pretty good about that kind of thing.... Using some older drivers might be a good first attempt.

The game already knows if you are wearing power armor, as it removes everything else you are wearing.... including eyeglasses....... Now, can that be exposed via script? That, I don't know.

Exactly I'm trying to figure out what could be causing this awful stuttering, but it's more frequent when I'm outdoors in skyrim, when I'm in a dungeon for example the stuttering happens in a much lesser extent That would imply its a data-throughput issue, and the SSD would be more likely to alleviate it.
