Go for a complete reinstall. Uninstall the game, manually delete the game folders, both in the steam directory, and in the my games directory. Also clean out the fallout 4 folder in AppData. (hidden directory in your user profile.) I would also be tempted to uninstall vortex, and clean out it's associated directories as well. You can back up and save the download zip files for your mods though. Once your machine is completely clean of anything FO4 related, restart the machine, and start with reinstalling the base came, and whatever DLCs you want. Start the game. Play to the point where you are ready to exit the vault. THEN start adding mods. Don't just dump a bunch of them in there, and expect it to work....... Start with one or two at a time, and then test and make sure things are still working. Keep doing that until you have your load list the way you want it. ALWAYS start a new test with the save right before you exit the vault. Yep, it's tedious, but, *should* work. :)

What operating system are you running?

On that note: https://www.youtube.com/watch?v=r4EHjFkVw-s Lucy, did you try to disable vsync? I've heard that this helped a lot of people, if you don't care about bugs that may occure. Try going out into the world at 144FPS, or 250FPS....... You will be in for a rather interesting experience.....

Check and see what's running in the background, and don't forget to check task scheduler as well.

The game engine is designed for 60FPS or less. Going beyond that isn't supported, and as you know, your game will get strange if you do. (I have experienced this as well....) That said, this isn't a first person shooter, its ostensibly an RPG, (and I would debate that as well.... more like an action/adventure game with some RPG elements.....) you don't need triple digit framerates for the game to play nice. My hardware will support dramatically more than 60FPS, but, it isn't necessary. A higher framerate is going to make it look any better, and certainly won't make it play any better. I really don't understand what the problem is. Not like your eye can tell the difference between 50 FPS, and 100 in any event......

Syria, Yemen, Egypt, Libya, Obamacare, etc. Maybe not the worst, but, certainly not the best........

Basically, in one of the missions, you steal a bunch of data from the institute, in that data, are various dna records of synths, they compare Danses DNA and find a match.

Well when you look at the price of the cartridge vs the original price of the printer (that may have come with partially filled cartridges ... especially in the case of colour lasar printers) I have to ask, are they in the business pf making printers, or is their business model that they are in the business of making printing cartridges and the manufacture and sale of the actual printers is just to create the need for the cartridges. Possible, but, potentially, a LOT of work. Just copying data from one esp file to another is only the beginning. You also need to ensure the assets load. If they are packed in bsa/ba2 archives, they would all need to be extracted, and then recompressed into a single archive. Then you get to leveled lists, hand placements, and a host of other fun stuff......

You're very categoric. The ideologies used to oppress people act to remove the critical mind, the freedom of opinion and of speech and to make the group consider the one who doesn't entirely follow these ideas as en enemy of the group. This way of acting is as well used by some religious groups as well by the marxist-leninists. Even if the psychopaths are over-represented among the influential religious there are and have been great idealists among them like Martin Luther King or the Mahatma Gandhi. The religions are superfluous and potential tools of oppression but they aren't evil in themselves. More people have died in the name of religion, than ANY other cause in mans history. Granted, if it didn't exist, I am sure humans would come up with some other reason to make war on each other. We have an excellent track record of doing exactly that in any event.

Ah, yeah. That's a trick a lot of the printer manufacturers use. Even though you are printing black and white, it STILL will use some of the color inks. They *say* it's to make sure the plumbing doesn't dry up, or some such, but, what it's really about is making you buy more ink cartridges. :)

Try printing a windows printer test page. Make sure the printer actually prints.

What does it do?

PANPC. :) It is VERY configurable, and it lends a whole new aspect to the game. Not only do you get potentially MORE enemies, they are SMARTER. There are also options for roving patrols of the various factions. It can get to the point where you need to carry so much ammo, Survival mode simply isn't possible. :) Watch some of the videos of the mod in action, they are on the mod page. I have been running it for quite while now, and LOVE it.

Ugh. Bite your tongue. :) I run 10 pro and have no issues. Windows 8.1 was one of the worst O/S that MS ever released. If I wanted a tablet operating system, I would have bought a..... wait for it....... TABLET.

Upgrade your video card. :) Move your games to a solid state drive. :) Here, let me spend some more of your money. :D
